Is there any simple way to make such a filled with color clock animate fluently (images in attachment)?
I know I can make image sequence(produce e.g. 360 pictures and each different) but it would take ages to create something like this.

It's an idea,but I would love to be independent from internet connection.

You might be able to do this using rotating overlapping red semicircles.
They would need to transparent on one side, to reveal the semicircle underneath,
and the white background.
When you reach half red, you would need to switch
from red semicircles on a white background to
white semicircles covering a red disk, to be able to
shrink the red pie slice the rest of the way.
Use the Z attribute to control what covers what.

You do not need the internet to run an animated gif in a webviewer, it can be a local file.
