Step 3 of Connect on Windows 8.1

I am following this steps :

I am not able to follow up step 3.
"First, go to App Inventor and open a project"I opened App Inventor folder but how to start the app ?
I don't see any such set up files for starting new projects. There is aiStarter and emulator..
If I click on them it opens same cmd prompt as shown in step 2.
